In October 2017, Centre of Policy and Legal Reform started to develop a regional network of Think Tanks – Ukrainian Public Law and Administration Network. We have teamed up so that civil society gets more opportunities to influence the authorities and local government with the purpose of strengthening reforms.


In October 2017, Centre of Policy and Legal Reform started to develop a regional network of Think Tanks – Ukrainian Public Law and Administration Network.

We have teamed up so that civil society gets more opportunities to influence the authorities and local government with the purpose of strengthening reforms.

  • Experts from Dnipro, Zaporizhzhya, Kharkiv, Odesa and Lviv collaborate on analytical products, have the opportunity to disseminate information among interested audiences and receive institutional support.
  • We work in 7 areas: Constitutionalism and democracy; Executive Service Organization and Civil Service; Public administration activities; Organization and activities of law enforcement agencies; Courts and judicial proceedings; Prevention of corruption; Local self-government and regional development.

Our goals:

  • to increase citizen engagement in civic activities at the national, subnational, and local level;
  • to build a national hub-based CSO coalition and to strengthen CPLR’s organizational capacity;
  • to strengthen the capacity of CSOs in all regions of Ukraine to influence the state and local self-governance to accelerate reforms.

We combine the efforts of civil society to achieve the goals of institutional reforms

  • Network experts conduct research, analyze policies, draft regulatory acts and advocate for reforms.
  • Create opportunities for the cooperation of civic activists, scholars, journalists and government officials from different regions.

We help understand complex reforms

  • We increase the number of citizens who understand the role of civic proactiveness in promoting democratic reforms

We build a bridge between state authorities and regional NGOs on the implementation of reforms

  • Network experts initiate changes in local policy and engage in the development and discussion of local decision-making processes to accelerate reforms.

We strengthen regional civic initiatives and NGOs

  • We train, ensure an exchange of experience, methodology and success stories.
  • We involve regional experts and NGOs in joint development of national analytical products.
  • We involve proactive people in public activities.

How do we do it?

  • We disseminate expert analytics in the regions to support democratic reforms.
  • We provide relevant information on the implementation of reforms at the regional level.
  • We prepare high-quality analytics and professional comments with sound arguments.
  • We conduct joint trainings with regional non-governmental organizations and state bodies.
  • We give regional experts the opportunity to enter the national and international level.
  • We inform central authorities about the problem issues of the regions in the context of implementing reforms.

UPLAN Network Experts and the Centre of Policy and Legal Reform are committed to working with non-government organizations that aim to reforming the country through high-quality analytical products, have expertise and potential for cooperation.
