PhD in Law, Administrative Law and Public administration expert, Deputy of the Head of the Board of the Centre of Policy and Legal Reform, senior researcher of the Institute of state and law of National Academy of Sciences of Ukraine.

Worked at the Ministry of Justice of Ukraine (1997-1998), assistant-counselor of the MP I. Koliushkо (1998-2002). Since 1998 – Deputy Head of the СPLR.

He studied various aspects of public administration and administrative reforms in Denmark, Canada, Latvia, the Netherlands, Germany, Poland, USA, France.

Author and co-author of 80 analytical and scientific issues on public administration and administrative law.
