Analytical Study on Improving Good Governance in Ukraine

Public administration reform is one of the key components of EU integration and the foundation of a candidate country’s ability to effectively implement its commitments to the European Union. Within the accession negotiations, it is anchored in the “Fundamentals” cluster, as the quality of governance determines whether a state will be able to implement the full spectrum of sectoral reforms.

The experience of the Western Balkan countries demonstrates that insufficient attention to the development of public administration at the early stages creates critical risks for the sustainability of all transformations in the country. For Ukraine, which has an ambitious goal of accession by 2030, strengthening institutional capacity is a matter of survival and success.

Experts from the Centre of Policy and Legal Reform have prepared an Analytical Study on Improving Good Governance in Ukraine.

The study is based on a normative-empirical analysis of the state of public administration reform in Ukraine, aimed at identifying its problems and needs in the context of European integration. The research methodology involves examining both legislation and its practical application across a number of components.

The results of the study are presented in the form of recommendations structured as a “Target Indicator Matrix” for improving the relevant public policy based on the identified gaps.

Timeline of the Study’s Preparation and Discussion:

• January 29, 2026 — publication of the draft document on the CPLR resources to collect comments, suggestions, and feedback.
• March 25, 2026 — the first expert discussion of the updated version of the study at the European HUB.
• June 8, 2026 — presentation of the revised text of the Analytical Study within a broad discussion with representatives of state authorities and civil society organizations.
