The project is aimed at helping to build modern and efficient public administration system in Belarus and Ukraine by providing the partner institutions with independent expertise based on experience from Visegrad countries (V4). The project consists of the following stages:
Firstly, partners from V4 will produce a research paper based on the given country’s reform of public administration system, dealing specifically with topics suggested by SYMPA (Belarus) and CPLR (Ukraine).

Next, in March-April 2013 twelve young professionals with working experience in public administration from Ukraine and Belarus will come to V4 countries for a study trip as well as four young professional will spend one month in all V4 countries as interns.

This should offer them the opportunity to conduct their research as well as build their professional network in order to elaborate policy papers (five in Belarus and five in Ukraine). These will reflect the research papers and the knowledge and experience the young professionals gained during study trips and internships and should formulate concrete recommendations for Ukrainian/Belarusian public administration bodies.

The next stage is study trips to Prague and Bratislava for three senior officials or professionals in public administration in September 2013.

Based on policy papers, five public presentations will be organized in Ukraine and five in Belarus from September 2013 till January 2014. The final conference will be held in Minsk in February 2014.

The final publication on the project will be a mix of research papers, policy papers, results of public presentations and materials of the final conference.

The actions of the project last from October 2012 till March 2014.

The project is kindly supported by the International Visegrad Foundation.
