Strategic goal: Good governance at local and regional levels 

Tasks:

  1. Facilitate the completion of the implementation of the reform of the subregional level of the administrative-territorial system (ATS); preparing the reform of the regional level of ATS.
  2. Facilitate the local self-governance reform for sustainable development of territorial communities in line with the EU standards. 

Indicators of achieving the goal:

  1. A new law on local state administrations is adopted, with positions of heads of local state administrations (head, deputy head) restored to civil service ranks.
  2. Amendments to the Constitutional amendments relating to administrative-territorial structure, regulation of the executive branch, and establishment of regional self-governance are introduced.
  3. The new law on local self-government in Ukraine is adopted.
  4. The capacity criteria of territorial communities are reviewed and updated.
  5. The powers of local self-governance at all levels of the ATS, as well as between the local self-governments and the local executive bodies are regulated, with sufficient financial resources provided for their implementation. Legislative amendments to sectoral and budget legislation are adopted.
  6. State financial instruments for the development of communities and territories are improved. Relevant legislative amendments are adopted.

Main achievements of the area:

  1. The Concept for reforming the local self-governance based on the principles of “community as a legal entity” was prepared.
  2. The Concept of delineation and distribution of powers of local self-government and executive power was developed.
  3. Comprehensive amendments to the draft Law of Ukraine “On local state administrations” № 4298 were prepared.
  4. The Concept for ensuring the continuity of the exercise of local self-governance powers to guarantee the rights of citizens was developed.
  5. The Concept of public administration in communities and districts under martial law and after its termination or abolition, including its peculiarities in de-occupied territories, was developed.
  6. An updated methodology for assessing the capacity of territorial communities was developed.
  7. An action plan and draft regulations for the implementation of municipal statistics were developed.
  8. Proposals for improving the administrative and territorial structure at the level of communities and districts were prepared.
  9. Numerous draft laws on administrative-territorial structure and local self-governance, as well as budgetary and tax issues relating to impact on local self-governance were analysed, and expert assessments were provided to the Parliament’s specialised committee and the Ministry.
  10. Numerous analytical, informational, and methodological materials were prepared, and media articles were published.
