The conference became the fifth large event on the subject of one-stop-shops, held by above-mentioned organizations for the last two years. The conference took place in Tatariv village of the Ivano-Frankivsk region and in Ivano-Frankivsk city with the visit of local Centre of administrative services (hereinafter CNAP).

The conference took place in Tatariv village of the Ivano-Frankivsk region and in Ivano-Frankivsk city with the visit of local Centre of administrative services (hereinafter CNAP).

The illustrative evidence of the project’s importance for Ukraine and the success of its launching was the substantial increase in number of cities which are interested in exploring the CNAP experience and which sent their representatives to the event. The conference was attended by delegates from more than 25 cities of Ukraine – from small (for example, Trostyanets, 20 thousands of inhabitants, and middle (Kolomyja, Boryspil, 50-60 thousands of inhabitants) to the regional centers and the capital (2,8 million inhabitants). It is worth mentioning the expansion of geography of represented on the conference settlements: along with the cities, having participated in creation of the CNAP in 2008-2009 – Vinnytsya, Ivano-Frankivsk, Lviv, Novograd-Volynskyi, Lutsk, and also seven cities of the Lugansk region, which adopted baton of establishing CNAP in 2010, the officials of such cities as Khmelnytsky, Tcherkasy, Kirovohrad, Tchernihiv, Kharkiv, Kamianets-Podilskyi, Ternopil, Poltava and others also joined the event. Besides, in the conference participated the representatives of the Ministry of Justice of Ukraine and the Committee of Economic Reforms under the President of Ukraine.

The list of questions and problematic issues which are the most important for the cities representatives responsible for creation and proper functioning of the CNAP was prepared on the first day of the conference. In opinion of most delegates, the priority, along with acquaintance with achievements and problems of CNAP functioning, should have been given to questions of optimal legal status of the CNAP and its normative regulation: preparing the list of administrative services for usage in the CNAP (with simultaneous providing the clear determination of «administrative service» category); administrative services quality management; providing the universalization of the CNAP personnel, and also questions connected with informational and technical support of the CNAP functioning. According to these questions, three working groups were formed: on the definition and normative regulation of the concept and status of the CNAP as well as on the list of administrative services; on the status, selection and development of CNAP personnel and on IT-component in the CNAP work. As the result of work conclusions and suggestions are formulated, in particular, about pointlessness of creating the CNAP at regional level and at the same time about possibility of organizing the city-district CNAPs, about the unacceptability of territorial monopoly in the provision of administrative services, about recommendatory nature of normative acts which will approve CNAP model rules and regulation. In general, the representatives of cities stressed the necessity of creating flexible legislation on CNAP, which would provide sufficient possibilities for the appropriate resolution of issues related to creating and functioning of the CNAP. It was especially emphasized on the practical role of definition and separation of informational, technological cards, and also on the standards of providing administrative services.

For the purpose of acquaintance of conference participants with the practical aspects of CNAP creation and work adjustment – in the first conference day a visit was made to the CNAP of Ivano-Frankivsk, during which delegates had the opportunity to get the knowledge about location and accommodation of the CNAP, organization of workplaces (reception, workplaces of coordinators and other personnel), waiting area, informative support of the CNAP, heard plans about the expansion of CNAP work and introduction of electronic line (a queue).

During the event the revised and updated second edition of practical guide «The centers of administrative services: creation and organization of activity» was also presented, published within the framework of the project.

The conference has reached its goals. The results of the conference were formal and informal intercourse between representatives of 25 Ukrainian cities on establishing and operating of the CNAP in Ukraine. Thus cities that have just chosen the way of establishing CNAP were able to get comprehensive information from the representatives of cities with front-rank experience. The «advanced cities» made the beforehand planned presentations (Ivano-Frankivsk and Vinnytsya) about general experience as well as on the themes of IT-component, problems of personnel development. The other result of the conference is the contribution of professional knowledge and experience to the representatives of the Ministry of justice of Ukraine and the Presidential Administration of Ukraine in relation to those necessities and expectations which the bodies of local self-government have in relation to the administrative services sphere in general and in particular to the centers of administrative services.
