Strategic goal: Good public governance
Tasks:
- Promote the decentralisation of basic administrative services, their integration into the centres for the provision of administrative services, and legislative regulation of the issues relating to their payment.
- Promote the effective implementation of the general administrative procedure.
Indicators of achieving the goal:
- Proper preparation for implementing the Law “On Administrative Procedure” and its adequate implementation is ensured (development of relevant legislative changes and their subsequent implementation, as well as training and educational activities). The Law’s object of coverage is protected from future new exemptions.
- Law “On Administrative Fees” is adopted. Administrative fees for basic administrative services in Ukraine are collected exclusively in those amount as provided by this Law, while other administrative fees are calculated in compliance with the Law’s norms. The system is sufficiently stable, and fees for paid administrative services are compensatory for communities and the state.
- Services of the State Registry of the Civil Status Acts and administrative services of a social nature are decentralised and in practice are provided in local self-government bodies and their CPASs.
- Most of the CPASs provide basic services per Order №523 of the Cabinet of Ministers.
- The passport sector is organised. Passport services are easily integrated and provided by most CPASs without additional fees that are not required by law.
- The system of registration of the place of residence is reformed through the introduction of accurate notification model.
Main achievements of the area:
- The doctrine of administrative services in Ukraine, in particular the concept of CPAS, was developed, and an advocacy campaign aimed at its implementation was conducted (including expert support for pilot CPASs, participation in the preparation of the Law of Ukraine “On administrative services”, and advocacy for decentralisation of certain groups of basic administrative services).
- Participation in the preparation and advocacy of the Law of Ukraine “On Administrative Procedure”.
- Contribution to the proper preparation for the implementation of the Law of Ukraine “On administrative procedure” before its entry into force.
- Participation in systematic training of civil servants and local self-government officials on the implementation of the general administrative procedure.
- The informal association “Club of Active CPASs” was created for leaders of CPASs of small and medium-sized amalgamated communities.
- The Concept of reforming the system of administrative services was developed as part of the project “Ukraine after the Victory: Vision Ukraine — 2030”.
