Constitutional development in Ukraine
The experts at CPLR have been active participants in the development of the Constitutional order of Ukraine since the signing of the Constitution. Below is a short history of CPLR’s relationship to the Constitution of Ukraine.
The Constitution of Ukraine was adopted by Parliament on June 28, 1996, almost five years after proclamation of the independence of Ukraine on August 24, 1991. The Declaration of Independence was confirmed by more than 90% of the citizens of Ukraine in a referendum on December 1, 1991.
The adoption of the Constitution was preceded by the conclusion in June 1995 of the Constitutional Treaty between the Parliament and the President containing the basic principles of organization and operation of state and local government in Ukraine for the period until the adoption of the new Constitution of Ukraine. The initiative to draft a new constitution was taken in October 1990, shortly after the adoption of the Declaration of State Sovereignty of Ukraine, which is one of the key documents for the restoration of Ukraine’s independence and its development towards democracy.
The morning of June 28, 1996, after the sleepless all-night work of Parliament, a new page in the history of political and legal developments in Ukraine began.
