The project provided SIGMA with up-to-date data on the state of public administration in Ukraine for the assessment against the Principles of Public Administration.
CPLR delivered expertise on two tasks: (1) application of the Capgemini e-government benchmark methodology — landscaping the websites and portals covering the 9 life events for the 2027 assessment; (2) gathering information and calculating the 2024 and 2025 results for selected SIGMA assessment criteria in the PAR.IS database, and a review of the latest developments in public administration over the past 12 months.
Outputs: the completed Capgemini e-government template, and the data and situation analysis feeding the upcoming SIGMA assessment of Ukraine.
