Strategic goal: Highly developed civil society

Tasks:

  1. Facilitate the improvement of legislation on civic associations.
  2. Facilitate the strengthening of the institutional capacity of regional think tanks.
  3. Expand the network of regional think tanks.
  4. Increase the efficiency of CSOs’ horizontal cooperation.
  5. Establish a culture of preparation and implementation (dissemination, advocacy) of analytical products.
  6. Strengthen the civil society’s cooperation with authorities.

Indicators of achieving the goal:

  1. Foundational/status and banking legislation for CSOs is optimised. Restrictions of the rights of the sector are made impossible. Legislation relating to the status of civic institutions for think tanks is amended.
  2. The civil society is consolidated; the civil society is aware of the process of key reforms implementation and is one of the leading actors in the implementation of reforms in Ukraine.
  3. A network of capable think centres — CPLR’s partners — in the regions, the UPLAN Public Law and Administration is expanded.
  4. There is a partnership with the government and other society institutions; experts are included in consultative and advisory bodies under government bodies and relevant working groups, both at regional and national levels.

Main achievements of the area:

  1. Regional experts of the UPLAN Network and the CPLR have been working together for seven years by organising interregional events and publishing analytical and journalistic materials.
  2. Memoranda on cooperation with 10 Ukrainian think tanks have been signed.
  3. The UPLAN network is developing and expanding: currently, there are offices in six regions of Ukraine and 68 regional experts.
  4. Large-scale projects were implemented with the involvement of regional organisations and experts.
  5. The Youth Analytical Forum “Youth in the Future of Ukraine” was conducted.
