Ukraine Needs Decentralization, Done Right

Since independence in 1991, Ukraine has done little to reform the style of governance created during Soviet rule. New constitutional amendments by President Poroshenko offer the chance to change that. However fears that decentralization will serve big business and separatists in the east mean some in Ukraine want to stall the process. This would be wrong. It is urgent that decentralization proceed in a careful, transparent and participatory way.

How to correct adjusted tax information?

Tax authorities refuse to correct adjusted tax information in electronic databases of the State Fiscal Service of Ukraine on the results of inspections (without taking tax notification-decision). Will Ukraine take the unique chance to create a new justice system?

Ukraine has the lowest in Europe and one of the lowest in the world rate of people’s trust in judicial system. This conclusion was made by Gallup basing on the global opinion poll held in 123 countries in 2013. In Ukraine only 16% of the surveyed trusted the court system. But by the end of 2014 the trust level towards courts in Ukraine came down to 12%. Practically, Ukraine found itself at the bottom, and that calls on the country to take a path of fast and radical reforms

Kyiv, June 2015: The analytical report to compare two models of the administrative service provision was issued in framework of the UNDP/EU project “Smart Practices for Oversight by Non-State Actors on Administrative Service Provision”. The Draft Law “On Amendments to the Constitution of Ukraine” No. 4178а (the Draft Law) was submitted to the Verkhovna Rada on June 26, 2014, by the President of Ukraine, who defined it as “urgent.” On July 2, 2014, an updated version of the draft, with two provisions added thereto, was registered, substituting for the previous one.
