The concept of governance reform covers the issues of formulation and coordination of state policy, accountability of the system of executive authorities and civil service. Attention was also paid to the specifics of ensuring reform implementation. The draft concept contains 4 annexes, which describe in detail the areas of state policy, the functions of ministries, the methodology for policy analysis, and terminology.
