The state of implementation of the state anti-corruption program policy is now publicly available

On August 18, the National Agency for Corruption Prevention presented an information system for monitoring the implementation of the state anti-corruption policy (ISM), which allows any person to learn the key information about the results of implementation of anti-corruption policy of Ukraine. During the event, the NACP representatives reported that an English-language version of the system will be created later.
CPLR’s expert assessment
According to Art. 18 of the Law “On Corruption Prevention”, the principles of the state anti-corruption policy are defined in the Anti-Corruption Strategy, which is approved for a certain period and is implemented through the implementation of the State Anti-Corruption Program (SAP).
According to Art. 18-3 of the same Law, the NACP provides monitoring and assessment of the effectiveness of the Anti-corruption Strategy and the SAP implementation, while Art. 18-4 defines the requirements for the ISM and the form of access to the information contained in it.
The anti-corruption strategy approved by the Law “On Foundations of the State Anti-Corruption Policy for 2021-2025” contains identified corruption issues in various areas of state activity and expected strategic results, the achievement of which should contribute to reducing the level of corruption in the relevant areas.
After the Cabinet of Ministers of Ukraine approved the SAP, which contains 1,187 measures aimed at achieving the expected strategic results, the NACP developed an information system through which implementers will report on the state of implementation of a given measure, and the public will have the opportunity to monitor the process of implementation of the SAP as a whole, as well as the achievement of each expected strategic result.
ISM has a convenient and intuitive interface and a number of filters that will help CSOs and international partners to collect various statistical data on the SAP implementation, as well as to monitor the status of implementation of each individual measure. Moreover, the ISM envisions the possibility of influencing the evaluating the implementation of individual measures by providing additional information regarding the state of their implementation.
Implementation of the public portion of the ISM contributes to increasing the level of transparency and strengthening public and international partners’ control over the implementation of state anti-corruption policy in Ukraine. The internal part of the ISM will be used by the SAP implementers to enter information on the progress of measures, as well as by the NACP specialists to monitor and evaluate the effectiveness of the implementation of the Anti-corruption Strategy and the SAP.
According to the CPLR’s experts, the ISM can be adapted for monitoring the implementation of other government programs and assessing the effectiveness of the activities of the state authorities and local self-government bodies in general.
