General objective<\/strong><\/p>\n\n\n\n

Monitoring the implementation of the Law of Ukraine \u2018On amending certain legislative acts of Ukraine relating to preventing and countering political corruption\u201d of October 8, 2015 (hereinafter \u201cthe Law\u201d) according to methodology developed by the Council of Europe.<\/p>\n\n\n\n

1. Carrying out the monitoring of the implementation of the Law<\/strong><\/p>\n\n\n\n

The monitoring will be carried out according to a methodology developed by the Council of Europe and will cover the period starting from the effective date of the relevant provisions of the Law of Ukraine No. 731-VIII \u201cOn amending certain legislative acts of Ukraine relating to preventing and countering political corruption\u201d of October 8, 2015 (hereinafter \u201cthe Law\u201d) through December 1, 2016.<\/p>\n\n\n\n

Objective 1: <\/strong>Exercise civic control over the implementation of the Law by the relevant government authorities (notably, the National Agency for Prevention of Corruption, the Central Elections Commission, and the Cabinet of Ministers of Ukraine), as well as by the main political parties.<\/p>\n\n\n\n

Objective 2: <\/strong>Evaluating the processes relating to the implementation of the Law in the following areas:<\/p>\n\n\n\n

    \n
  1. Level of political parties\u2019 readiness to implement the new political financing legislation.<\/li>\n\n\n\n
  2. Comprehensiveness of the current political financing legal framework.<\/li>\n\n\n\n
  3. Reporting burden for political parties pursuant to changes to the Law on Political Parties.<\/li>\n\n\n\n
  4. Diligence and quality of reporting by political parties.<\/li>\n\n\n\n
  5. Capacity of oversight bodies, with special focus on the National Agency for Prevention of Corruption.<\/li>\n\n\n\n
  6. Cooperation in the area of political financing oversight.<\/li>\n\n\n\n
  7. Implementation of sanctions for violations of political financing legislation.<\/li>\n<\/ol>\n\n\n\n

    Thus, this stage of project implementation is aimed at exercising quality civic control over both the compliance with the Law by the main political parties and the implementation of the Law\u2019s provisions by relevant government authorities (notably, the National Agency for Prevention of Corruption, the Central Elections Commission, and the Cabinet of Ministers of Ukraine).<\/p>\n\n\n\n

    2. Conducting an information campaign to increase the public awareness of the Law\u2019s provisions and their practical implementation<\/strong><\/p>\n\n\n\n

    Results<\/strong><\/p>\n\n\n\n
