In the world, it works.<\/em><\/p>\n<p style=\"text-align: justify;\">\n\t<em>In Ukraine, e-petitions can be submitted since 2&nbsp;July&nbsp;2015. This tool is rapidly gaining popularity among the citizens. For example, on the Kyiv Council petitions website &mdash; <\/em><em><a href=\"https:\/\/petition.kievcity.gov.ua\/\">petition.kievcity.gov.ua<\/a> <\/em><em>&mdash; <strong>99<\/strong> new petitions have been submitted during last week from 02\/29\/2016 to 03\/06\/2016.<\/em><\/p>\n<p align=\"center\">\n\t<strong>Where do dreams give birth, if placed in e-petitions?<\/strong><\/p>\n<p style=\"text-align: justify;\">\n\tThe President of Ukraine dismissed the first e-petition on the legislative approval of Ukrainian citizens&ldquo; right to protection. At the same time, in this situation, a bright leader, i.e. the e-petition initiator, has been lucky. On 24&nbsp;September&nbsp;2015, the President <a href=\"http:\/\/www.5.ua\/polityka\/Prezydent-rozporiadyvsia-zaluchyty-avtora-petytsii-pro-pravo-na-zbroiu-do-roboty-Konstytutsiinoi-komisii--93907.html\">ordered<\/a> to bring the author of the petition on the right to arms to the Constitutional Commission.<\/p>\n<p align=\"center\">\n\t<strong>E-petitions as a tool of trolling<\/strong><\/p>\n<p style=\"text-align: justify;\">\n\tNowadays, some e-petitions can be considered as pearls of humorous pieces: &ldquo;<a href=\"https:\/\/petition.president.gov.ua\/petition\/7786\">to Appoint Yulia Tymoshenko as Ambassador to Honduras<\/a>&rdquo;, &ldquo;<a href=\"https:\/\/petition.president.gov.ua\/petition\/4829\">Darth Vader &mdash; the Prime Minister of Ukraine<\/a>&rdquo;.<\/p>\n<p align=\"center\">\n\t<strong>Secrets of e-petitions success with the highest number of votes<\/strong><\/p>\n<p style=\"text-align: justify;\">\n\tSome e-petitions have also been filed successfully.<\/p>\n<p style=\"text-align: justify;\">\n\tIn particular, the petition &ldquo;<a href=\"https:\/\/petition.president.gov.ua\/petition\/319\">to Give the Passport of Citizen of Ukraine only in Ukrainian (Without the Language of the Occupier)<\/a>&rdquo; has been filed &mdash; Petro Poroshenko suggested to replace Russian language to English in the passport of the citizen of Ukraine.<\/p>\n<p style=\"text-align: justify;\">\n\tIn 2015, many examples of successful e-petitions can be given. These are the petitions, having received the answer of the President or having scored the highest number of votes on the website of the Verkhovna Rada of Ukraine in the section &ldquo;E-petitions&rdquo; (test version).<\/p>\n<p style=\"text-align: justify;\">\n\tThe secrets of most successful petitions can be revealed:<\/p>\n<ul>\n<li style=\"text-align: justify; \">\n\t\tsimplicity and attractiveness;<\/li>\n<li style=\"text-align: justify; \">\n\t\tprofessional but accessible explanation;<\/li>\n<li style=\"text-align: justify; \">\n\t\teasy for perception;<\/li>\n<li style=\"text-align: justify; \">\n\t\tcomprehensible language;<\/li>\n<li style=\"text-align: justify; \">\n\t\tusing simple sentences, structuring the text;<\/li>\n<li style=\"text-align: justify; \">\n\t\tusing hyperlinks;<\/li>\n<li style=\"text-align: justify; \">\n\t\trealism (for signatories and for the public authority);<\/li>\n<li style=\"text-align: justify; \">\n\t\tappropriate recipient (established rights and responsibilities to solve the problems raised in e-petitions);<\/li>\n<li style=\"text-align: justify; \">\n\t\tpossibility of practical application;<\/li>\n<li style=\"text-align: justify; \">\n\t\tmutually beneficial outcome and\/or ways of its achievement for civil society and government;<\/li>\n<li style=\"text-align: justify; \">\n\t\t&ldquo;there is no alternative&rdquo; (to prove that there no other ways of solving the problem);<\/li>\n<li style=\"text-align: justify; \">\n\t\tgood time of filing and signing the e-petition.<\/li>\n<\/ul>\n<p align=\"center\">\n\t<strong>The results<\/strong><\/p>\n<p>\n\tIn conclusion, e-petitions are a tool, inviting to dialogue. Furthermore, an initiative group with opinion leaders is to be created, the maximum &ldquo;information noise&rdquo; is to be made, and business is to be attracted.<\/p>\n<p>\n\tIn addition, to receive a guaranteed feedback, e-petition initiators should address it to the recipient who by law is vested with the power to solve their problems.<\/p>\n<p>\n\tMore in Ukrainian <a href=\"http:\/\/www.pravda.com.ua\/columns\/2016\/03\/14\/7101854\/\">especially for &ldquo;Ukrainian Pravda&rdquo;<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>\n\tE-petition is a special kind of collective appeal (e-appeal).
