{"id":10015,"date":"2017-04-13T10:30:00","date_gmt":"2017-04-13T07:30:00","guid":{"rendered":"https:\/\/pravo.org.ua\/press-breakfast-imitatio-of-fight-anti-corruption-tale-of-ukraine-for-2016\/"},"modified":"2024-11-01T14:52:34","modified_gmt":"2024-11-01T12:52:34","slug":"press-breakfast-imitatio-of-fight-anti-corruption-tale-of-ukraine-for-2016","status":"publish","type":"post","link":"https:\/\/pravo.org.ua\/en\/press-breakfast-imitatio-of-fight-anti-corruption-tale-of-ukraine-for-2016\/","title":{"rendered":"Press-breakfast \u2018Imitatio of fight: anti-corruption tale of Ukraine for 2016\u2019"},"content":{"rendered":"<p style=\"text-align: justify;\">\n\tThe CPLR experts, Transparency International Ukraine and independent experts with the assistance of International Renaissance Foundation were <strong>evaluating action items for anticorruption policy, which governmental authorities realized in 2016.<\/strong><\/p>\n<p style=\"text-align: justify;\">\n\t<strong>Among the conclusions of experts there are the most important following<\/strong> <strong>head-notes.<\/strong><\/p>\n<p style=\"text-align: justify;\">\n\tAn overall level realization of measures of Anticorruption strategy for 2014 \u2013 2017 and State programme on realization of Anticorruption strategy for 2014 \u2013 2017 doesn\u2019t go beyond <strong>60%, &#8211; but all measures should be already realized for 90\u201395%.<\/strong><\/p>\n<p style=\"text-align: justify;\">\n\t<strong>Concerning statistics of corruption-related crimes, so in 2016:<\/strong><\/p>\n<p style=\"text-align: justify;\">\n\t&#8211; 15770 corruption-related crimes were registered, 6052 persons were apprised about suspicions (38% from number of registered crimes);<\/p>\n<p style=\"text-align: justify;\">\n\t&nbsp;&#8211; proceedings with criminal indictment, which were taken to courts, concerned to 4646 persons (29% from number of registered crimes), 1083 such persons were convicted (7% from number of registered crimes). <strong>There are<\/strong> <strong>three times less than in<\/strong> <strong>2013<\/strong><strong> (3011 persons). <\/strong>94 persons from them were convicted (0,6% from number of registered crimes). <strong>There are <\/strong><strong>three and a half times less than in 2013 (344 persons).<\/strong><\/p>\n<p style=\"text-align: justify;\">\n\t<strong>So what can we wait for in 2017?<\/strong><\/p>\n<p style=\"text-align: justify;\">\n\tInstitutional system of combatting corruption were not established for recent years: there are not comparable list of corruption-related crimes, so armchair bribery has corruption-related crimes\u2019 name, \u2013 instead of giving unequivocal expression that the most widespread and dangerous corruption is embezzlement of public funds<strong>.<\/strong><\/p>\n<p style=\"text-align: justify;\">\n\t<em>\u2018Concerning to <\/em><em>National Anti-Corruption Bureau of Ukraine<\/em><em>, its <\/em><em>detective<\/em><em>s <\/em><em>took<\/em><em> to court only 69 criminal proceedings. Comparing with general amount of all criminal proceedings with <\/em><em>guilty verdict<\/em><em>s <\/em><em>(138330)<\/em><em>, preferred to court in 2016, 69 is only <\/em><em>0,05%. It is little or nothing. That means <\/em><em>National Anti-Corruption Bureau of Ukraine will not be an anti-corruption campaigner in the near future\u2019. \u2013 <\/em>said the Director of Scientifically development of the Centre of Policy and Legal Reform Mykola Khavronyuk.<\/p>\n<p style=\"text-align: justify;\">\n\tSecondly, we don\u2019t know how much corruption we have in our country just now, so we don\u2019t extirpate it, but only cut corruptive treetops.&nbsp;<\/p>\n<p style=\"text-align: center;\">\n\t<img decoding=\"async\" alt=\"\" src=\"oldsitelink\/img\/zstored\/image\/IMG_1122.JPG\" style=\"width: 800px; height: 600px;\"><\/p>\n","protected":false},"excerpt":{"rendered":"<p>\n\tOn the 13-th of April in 2017 a press-breakfast&nbsp;&nbsp;was hold and devoted to a comprehensive assessment of&nbsp;<strong>action items for anticorruption policy, which governmental authorities realized in 2016.
