It contains 24 case studies from Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus, and includes a set of recommendations for each country, lessons learned for the Eastern Partnership region and a regional strategy.<\/p>\n<p style=\"text-align: justify;\">\n\tAnalysts from the six countries examine the extent to which laws and policies are applied and implemented. The authors first assess to what extent the statutory procedures have been followed in the policy-making cycle in recent years, and then look case studies in each country to examine in detail how participatory policymaking is working in practice.<\/p>\n<p style=\"text-align: justify;\">\n\tResearch of Ukrainian law-making process reality and non-government initiatives has been conducted by the CPLR experts\u00a0<strong>Victor Tymoshchuk and Yevgen Shkolnyi<\/strong>. They used many different research approaches for comprehensive coverage of the inquiry results, including interviews with government officials and civil society representatives. For instance, members of 8th Ukrainian Verkhovna Rada Alyona Shkrum and Tetiana Ostrikova, Ex-deputy Minister of Finance of Ukraine Olena Makeieva, Ex-deputy Minister of Economic Development and Trade of Ukraine Mikhail Titarchuk, Adviser of Minister of Justice of Ukraine Roman Usenko, the CPLR Board Member Yuliya Kyrychenko, etc. took part in spotlight interviews.<\/p>\n<p style=\"text-align: justify;\">\n\tThe research includes best practices and recommendations, which after their implementation can hasten a process of citizens participation in making political decisions.\u00a0<\/p>\n<h2 style=\"text-align: justify;\">\n\t<em><a href=\"\/oldsitelink\/img\/zstored\/files\/CoE%20CivPart%20BOOK%20Part%202%20web%20new.pdf(1).pdf\">Civil Participation in Decision Making in the Eastern Partnership Countries Part II: Practice and Implementation (pdf, eng)<\/a><\/em><\/h2>\n","protected":false},"excerpt":{"rendered":"<p>\n\tThere is the Council of Europe research on six Eastern Partnership Countries.
