Presentation of the First Report on Police Commissions in Ukraine. Join to discussion!

 

                       

On Wednesday, June 20, the Centre of Policy and Legal Reform (CPLR) and the Association of Ukrainian Human Rights Monitors on Law Enforcement (UMDPL) will hold an expert discussion, the First Report on Police Commissions in Ukraine will be presented. The experts will discuss about why such commissions are needed, if there are enough police commissions in Ukraine, what they actually carry out from statutory powers, and how often the courts cancel their decisions.

The event is organized by the EU project “Strengthening the Role of Civil Society in Facilitating Democratic Reforms and Increasing Accountability, Responsibility, and Quality of Government”.

The agenda will include the following topics:

• If the law on police commissions is complete?
• Why do police commissions  conduct  competitive selection for only some police positions ?
• How many police commissions are in Ukraine, are there enough for qualitative selection of police officers?
• Does the composition of the commissions satisfy the requirements of the law?

Background Information: The two-year EU-funded project “Strengthening the Role of Civil Society in Facilitating Democratic Reforms and Increasing Accountability, Responsibility, and Quality of Government” started on October 1, 2017. Its goal is to raise awareness of experts, the public and the media about reforms in the judicial and constitutional sector, fight against corruption, criminal justice etc. In particular, the project implementer CPLR have already held various events to inform society about the selection of judges to the Constitutional Court, the state funding of parties, the activities of anti-corruption bodies, the reform of the Supreme Court.

Police commissions is a new tool that has increased the transparency, quality of selection and career opportunities of policemen. In 2016-2017 the police commissions were established in all regions of Ukraine in the units of the National Police.
