Expert Discussion “State Bureau of Investigations: Operational Priorities”


On December 19, the Centre of Policy and Legal Reform with the Association of Ukrainian Human Rights Monitors on Law Enforcement will announce the results of the expert and civil society opinion poll regarding expectations from the State Bureau of Investigations

On December 19, the Centre of Policy and Legal Reform (CPLR) with the Association of Ukrainian Human Rights Monitors on Law Enforcement (UMDPL) will announce the results of the expert and civil society opinion poll regarding expectations from the State Bureau of Investigations (SBI).

The CPLR conducted a survey under the EU-funded project “Strengthening the Role of Civil Society in Facilitating Democratic Reforms and Increasing Accountability, Responsibility, and Quality of Government”. An online questionnaire was conducted online from December 4 to December 15, 2017. More than 40 professional experts and 100 representatives of the public took part in the poll.

The agenda of the discussion will focus on the following questions:

•        What are the expectations of experts about the future of the SBI and do they differ from those of general public?

•        Which crimes should State Bureau of Investigations investigate as a priority ones?

•        Who should choose the SBI members and who should have a word in this process in the future?

•        Recommendations on how the efficiency of the SBI work could be increased.

Background Information: The two-year project “Strengthening the Role of Civil Society in Facilitating Democratic Reforms and Increasing Accountability, Responsibility, and Quality of Government” started on October 1, 2017. Its goal is to raise awareness of experts, the public and the media about reforms in the judicial and constitutional sector, fight against corruption, etc. In particular, the CPLR have already held various events to inform society about the selection of judges to the Constitutional Court, the state funding of parties, the activities of anti-corruption bodies, the reform of the Supreme Court.

About the State Bureau of Investigations: On November 22, 2017, the president of Ukraine appointed Roman Truba as director of the State Bureau of Investigations. Deputy directors of the SBI were appointed later. The SBI is expected to start its operation in the latter part of 2018, and will take over from the prosecutor’s office the investigation of crimes committed by top officials and law-enforcers. In fact, the SBI will become the most powerful investigative agency that will carry out pre-trial investigations, solve crimes, etc.
