Indeed, what is looked for in a potential new Ukrainian system is the simplicity and the security for citizens to register their residence? For the French citizen, it is the case. Survey was carried out by the Ilko Kucheriv Democratic Initiatives Foundation (DIF) during the period from November 14, 2015 through November 22, 2015 to the order of Centre for policy and legal reform within the UNDP projects “Smart Practices for Oversight by Non-State Actors on Administrative Service Provision” and “Democratization, human rights and civil society development”
The reputation of the legal institute of residence registration in Ukraine needs rehabilitating after its Soviet discrediting. Many Ukrainians deem propyska a pointless relic of the past, reminding them of the ruthless and arbitrary bureaucrats of the former regime. Despite this fact, there is little discussion anywhere of creating better policies.
As citizens, we have various relationships to the state. We interact with traffic police, school teachers for example, nearly every day. Businesses are different in this regard. The relationship between businesses and the state is more limited. The predominate interaction between businesses and the state is via regulation enforcement and inspection. This interaction is important to the health of the economy and the general wealth of citizens, as a good relationship fosters economic progress while a bad relationship hinders it.
